Under the leadership of its Chairman, Senator Henry Seriake Dickson (Bayelsa West), the committee has evolved from a traditional legislative branch into an aggressive, proactive engine for environmental advocacy and climate finance.
Dickson’s approach to his Senate role is highly peculiar. Rather than just debating environmental laws, Senator Dickson uses his legislative weight to actively attract global capital to Nigeria.
A prime example is his aggressive backing of the APAPPA Initiative (Accelerating Pan-Nigerian Plastic Action for a Pollution-Free Africa). Recognizing that government budgets alone cannot solve climate change, Dickson threw the weight of his committee behind this massive project, which aims to unlock $20 billion in circular economy and climate finance investments.
He understands that true climate action must make economic sense. By linking environmental protection to youth empowerment and job creation, he is positioning Nigeria to become a hub for global eco-finance.
3. Driving Subnational (State-Level) Action
Most Senators focus entirely on federal policies, but Dickson knows that environmental degradation—like flooding, erosion, and oil spills—happens locally.
Because of his executive background, he is uniquely focused on “subnational” climate governance. In 2024, he championed and endorsed Nigeria’s first-ever Climate Governance Performance Rating and Ranking of the 36 states. He understands that if the 36 State Governors do not actively participate in climate policies, federal legislation is useless. By bringing the states into the fold, he is forcing a nationwide, decentralized response to the climate crisis.
